2003 IRC (50th session)

The Rostrum travelled for its 50th anniversary session to Vienna where it was hosted by the ORF in cooperation with the International Music Centre (IMZ) and the Music Information Centre Austria (MICA).

Forum session: A new feature had been added to the Rostrum for its 50th session: two forum sessions gave delegates the opportunity of exchanging views and experiences, one dealing with the impact of Internet on their work as radio producers, the other one being dedicated to co-productions with music festivals.

International Rostrum of Composers

The International Rostrum of Composers (IRC) is organized by the International Music Council with the financial assistance of participating radio networks. It is an international forum of representatives of broadcasting organizations who come together for the purpose of exchanging and broadcasting contemporary art music. Until 2002, its annual sessions were held at UNESCO headquarters in Paris, except for the 2000 edition which was held in Amsterdam at the generous invitation of Muziek Groep Nederland and the Gaudeamus Foundation. Since 2003, a rotation system has been put in place with the Rostrum traveling around Europe every second year while the other year, its is hosted by Radio France. Starting from 2010 the Rostrum is travelling around Europe by invitation of National Radio Brodcasters. 

The IRC was initiated in 1954 with the participation of four European radio organizations

  • French Radio and Television
  • Hessischer Rundfunk (Radio Frankfurt)
  • Belgian Radio and Television
  • Swiss Radio and Television

 

Currently, over 30 national radio networks participate in the Rostrum presenting some 60 works composed within the five years preceding the Rostrum. After the listening sessions, the assembly of delegates selects and recommends the most important works in two categories: general and "young composers". These and other works will be presented in concerts and broadcast after the Rostrum by the participating and other interested radio stations.
Moreover, all works presented at the IRC are made available by the European Broadcasting Union (EBU) to its wide network of members and associate members via satellite. These dissemination schemes ensure excellent international coverage for the composers.

IRC tapes, scores and notes are deposited at the Music Centre The Netherlands in Amsterdam.

The IRC is the prototype for all other IMC Rostra.

Until 2014 the International Music Council offered the Guy Huot Bursary for young composers to the composer whose work has been selected in the "under 30" category, and the UNESCO Picasso-Miro Medal to the composer selected in the general category as well as to the producers of both selected works.

Starting from 2015, in the framework of the Rostrum+ project, the International Music Council offers the Guy Hout bursary for a commission in cooperation with Radio France to the composer selected in the General Category.

For the composer selected in the Under-30 category, the International Music Council offers a commission with a short composer in residence program in cooperation with the Swedish Radio.

Both composers receive also Frozen, encrypted sounds, a special sculpture generated by the music itself.

Frozen, encrypted sounds is the result of a cooperation between the International Music council and the architecture studio HyBreed.





The last session (64th) was hosted by Conservatorio Vincenzo Bellini in Palermo, Italy May 16-20 2017.

Résultats de la Tribune internationale des compositeurs 2004

La 51e Tribune internationale des compositeurs (TIC) s'est tenue à Paris du 7 au 11 juin, organisée par le Conseil international de la musique avec l'appui de l'UNESCO et en étroite collaboration avec Radio France. Le Directeur général de l'UNESCO, M. Koïchiro Matsuura et le Président du CIM, M. Kifah Fakhouri, ont inauguré la session de cette année lors d'une céré monie à l'UNESCO le 7 juin.

Poursuivant son objectif de promouvoir la création musicale contemporaine par le biais de la radiodiffusion depuis un demi-siècle, la Tribune est entrée l'an dernier dans une nouvelle étape de son existence et, dans sa version revisitée, veut s'imposer comme le rendez-vous incontournable d'échanges professionnels entre producteurs radiophoniques. Sa vocation initiale, étroitement soutenue par l'Union européenne de radio-télévision (UER), reste pourtant la même : assurer l'échange et la plus large diffusion possible des oeuvres et des compositeurs contemporains. Ainsi, les oeuvres présentées à la TIC 2002 ont-elles bénéficié de plus de 500 diffusions par plus de 30 radios participantes ainsi que par les membres de l'UER ; nombre d'oeuvres ont également été présentées en concerts publics.

Organisée par le Conseil international de la musique avec le concours des radios participantes, la 51e Tribune internationale des compositeurs a permis de faire découvrir 59 oeuvres présentées par 29 réseaux nationaux venant de quatre continents. David Jaeger, producteur exécutif à la CBC (Canada), a présidé la session. A la suite des séances d'écoute, l'assemblée des délégués a sélectionné et recommandé pour une radiodiffusion ultérieure les oeuvres les plus marquantes dans la catégorie "générale" et celle des "compositeurs de moins de 30 ans". Ces oeuvres ainsi que d'autres parmi les oeuvres écoutées cette année seront par la suite présentées en concert et diffusées par les radios participantes et d'autres réseaux intéressés.

Dans la catégorie générale, Sula (Fonte) (1999) pour orchestre de la compositrice estonienne Helena TULVE (née en 1972) a été sélectionnée par les délégués comme étant l'oeuvre la plus marquante de la Tribune ; Tiia Teder, directrice de la musique à la Radio estonienne, avait présenté l'oeuvre dans un enregistrement de l'Orchestre National Symphonique d'Estonie sous la direction de Toomas Vavilov. "J'utilise le mot Sula pour désigner un processus de fonte - la transformation des pensées, des matériaux, des timbres et des sons d'un état vers un autre. A l'origine de cette pièce se trouve entre autres la notion très actuelle du rechauffement climatique, représentée par la fonte d'une gigantesque montagne de glace." (H.T.)

Dans la catégorie des "jeunes compositeurs", deux oeuvres ont été sélectionnées ex aequo pour une radiodiffusion internationale: "sens nacre" (Le sense du nacré) (2004) pour ensemble de la compositrice lettonienne Santa RATNIECE (née en 1977) ; l'oeuvre avait été présentée par Sandra Nedzvecka, directrice de la musique à la Radio lettonienne, dans un enregistrement de la création à Riga en avril 2004, interprétée par l'Ensemble Nove et Altera Veritas. " Les sons produits par plusieurs instruments font l'ombre. Koklé se mêle avec xylorimba, l'accordéon reflète les sons du hautbois et de la clarinette, les percussions produisent le rayonnement nacré. " (S. R.)

La deuxième oeuvre sélectionnée chez les jeunes compositeurs est dissolve (2002) pour harpe, piano et percussions de la compositrice canadienne Abigail RICHARDSON (née en 1976) ; Sandy Thacker de la CBC avait présenté l'oeuvre dans un enregistement fait au Studio Glenn Gould de la CBC à Toronto avec, comme interprètes, Sanya Eng, harpe, Christopher Foley, piano, et Ryan Scott, percussions. " Dans cette oeuvre, les instruments ont au début un rôle individuel, puis s'unissent progressivement tout au long de la pièce. Le patron final est le plus unifié de tous, les instruments y apportant chacun des éléments destinés à créer un tout. "

En plus des oeuvres sélectionnées, dix autres oeuvres ont été recommandées pour diffusion par les radios participantes ainsi que pour une présentation en concert. (voir liste ci-après).

A l'occasion de la Tribune, Radio France, l'Institut finlandais à Paris et le CIM ont présenté en concert les trois sonates pour piano de Pierre Boulez interprétées par le jeune pianiste finlandais Paavali Jumppanen.

Dans l'objectif de répondre de manière la plus pertinente à la réalité professionnelle des participants, deux forums de discussion se sont tenus à l'UNESCO en complétant les séances d'écoute : le premier forum s'est intéressé à la diversité culturelle et la diffusion de la musique nouvelle, tandis que le deuxième a abordé le sujet de l'Internet en tant que nouvelle réalité pour la diffusion de la création contemporaine. A cette occasion des experts venant de ces deux domaines ont animé le débat.

Les résultats de la Tribune 2004 ont été annoncés lors d'une conférence de presse qui s'est tenue au Centre d'accueil de presse étrangère (CAPE) à la Maison de la Radio le 11 juin. A cette occasion, les producteurs des oeuvres sélectionnées ont reçu la médaille Picasso-Miro de l'UNESCO, qui sera également décernée à Mme Tulve. Les jeunes compositeurs seront les bénéficiaires de la "Bourse Guy Huot pour jeunes compositeurs" nommé d'après le Secrétaire général du CIM décédé en 2002.

Grâce à la collaboration avec Radio France, Sula (Fonte) de Helena Tulve, oeuvre primée dans la catégorie générale, sera programmée à l'occasion de Présences, le prestigieux festival de musique contemporaine organisé chaque année par Radio France. Les deux compositrices dont les oeuvres ont été sélectionnées dans la catégorie des "compositeurs de moins de 30 ans" (Santa Ratniece et Abigail Richardson) recevront une commande pour la 53e Tribune Internationale des Compositeurs qui aura lieu à Paris en 2006.
