Celebration of the 10th edition of the Pan African music festival in Brazzaville with the International Music Council
A delegation from the Executive Board of the International Music Council took part in the 10th edition of the Pan African music festival in Brazzaville (Republic of Congo) which took place from July 18th to 22nd 2015 on the theme "The dynamics of African music in the diversity of cultural expressions".
The IMC has partnered with FESPAM since its beginnings in 1995 to accompany this African initiative in its development and conquest of international space; because FESPAM - as it was initially designed - met the IMC's goals of promoting cultural exchanges in a respectful and mutually appreciative way.
On the occasion of the 20th anniversary of the festival, the IMC wished to recognise the crucial role that the President of the Republic of Congo, Denis Sassou Nguesso, never ceased to play in the promotion of culture in general and of music in particular. It is with this perspective in mind that the President of the Republic of Congo was awarded a goal medal by the International Music Council, through its President, Mr. Paul Dujardin. In his address, Mr. Dujardin stressed the unwavering support of the President of the Republic to the development of arts and to the FESPAM, non-only as a tool for strengthening cohesion, regional integration and international cooperation, but also as an ideal setting for supporting the creativity of young talents.
Mr. Dujardin also expressed to the President of the Republic the IMC's gratitude for agreeing to host the headquarters and accompany in its mission the African Music Council (AMC) which constitutes the IMC's regional group for Africa. The AMC's activities as well as those of its members across the African continent – in the field of musical education, teachers-training, research and musical documentation, protection of the rights of musicians and promotion of the diversity in African musical expressions – are coordinated from Brazzaville, the capital of the Republic of Congo.
Besides the FESPAM, Mr. Dujardin and other members of the IMC Delegation participated in a meeting of the AMC Executive Committee , which took place at the Pierre Savorgnan de Brazza Memorial. The meeting addressed inter alia the strategic development of the AMC, its involvement in programme aiming at a greater professionalisation of the musical sector in Africa, the reinforcement of its member network, administrative and legal issues as well as its relations with the IMC and other regional music councils.
Mr. Paul Dujardin again addressed the President of the Republic, the Government and the Congolese people during the opening ceremony of the FESPAM, on July 18th, at the Félix Eboué stadium in Brazzaville. On that occasion, he underlined the efforts of the FESPAM to illustrate the five music rights which the International Music Council is committed to promote all over the world: the right for all children and adults to express themselves musically in all freedom, to learn musical languages and skills and to have access to musical involvement; and the right for all musical artists to develop their artistry and communicate through all media with proper facilities at their disposal and their right to obtain just recognition and fair remuneration for their work.
The IMC President concluded his speech by reaffirming that the IMC will "always stand by FESPAM to keep the flag of diversity and universal access to music flying."
During the FESPAM's opening ceremony, the President of the IMC was appointed commander of the Congolese order of merit by the President of the Republic; the IMC's Secretary General, Ms Silja Fischer and the President of the African Music Council, Mr Lupwishi Mbuyamba were appointed officers while other personalities of the African Music Council were knighted.
On the eve of the ceremony, an appointment with the Minister of Culture and Arts, Mr Jean-Claude Gakosso, enabled the IMC's President to assess the cooperation and reassure the Congolese government of IMC's availability to accompany the FESPAM in its professionalisation.
During his stay in Brazzaville, the IMC President met with the UNESCO Representative in Brazzaville, Mrs Ana Elisa SANTANA DE AFONSO, for an exchange on UNESCO's activities in Congo regarding especially regarding the promotion of the tangible and intangible cultural heritage. According to the IMC President, the intrinsic bond between the tangible and the intangible could deserve more attention by UNESCO.
The members of the IMC delegation also took part in the deliberations of the FESPAM's symposium on July 21st.

Célébration de la 10e édition du Festival Panafricain de Musique à Brazzaville avec le Conseil international de la musique
Une délégation du Bureau exécutif du Conseil international de la musique (CIM) a participé à la 10e édition du Festival Panafricain de la musique à Brazzaville (République du Congo) qui s'est déroulé du 18 au 22 juillet 2015 sous le thème de « La dynamique des musiques africaines dans la diversité des expressions culturelles ».
Le CIM s'est associé au FESPAM dès ses débuts en 1995, pour accompagner cette initiative africaine dans son développement et dans sa conquête du l'espace international, parce que le FESPAM, tel qu'il était conçu, répondait aux objectifs du CIM de promouvoir des échanges culturels dans le respect et l'appréciation mutuels.
A l'occasion du 20e anniversaire du festival, le CIM a souhaité reconnaitre le rôle déterminant que le Président de le République du Congo, Denis Sassou Nguesso, n'a cessé de jouer dans la promotion de la culture en général et de la musique en particulier. C'est dans cette perspective que le Président de la République a été décoré de la médaille d'or du Conseil international de la musique par son Président, M. Paul Dujardin. Dans son allocution, M. Dujardin a souligné le soutien constant du Président de la République au développement des arts et du FESPAM, non seulement comme instrument de consolidation, de l'intégration régionale et de coopération internationale, mais aussi comme cadre idéal de soutien à la créativité pour les jeunes talents.
M. Dujardin a également exprimé au Président de la République la gratitude du CIM pour avoir accepté d'abriter le siège, et d'accompagner dans sa mission, le Conseil africain de la musique, qui est le groupe régional du CIM pour l'Afrique. C'est depuis Brazzaville, Capitale de la République du Congo, que sont coordonnées les activités du CAM et de l'ensemble de ses membres sur tout le continent africain - dans le domaine de l'éducation musicale, de la formation des enseignants, de la recherche et de la documentation musicale, de la protection des droits des musiciens, et de la promotion de la diversité des expressions musicales africaines.
En marge des festivités du FESPAM, M. Dujardin et les autres membres de la délégation du CIM ont assisté à la session du Comité exécutif du Conseil africain de la musique, qui s'est tenue au Mémorial Pierre Savorgnan de Brazza. La réunion portait entre autres sur le développement stratégique du CAM, son implication dans un programme de professionnalisation de la filière musicale en Afrique, le renforcement de son réseau de membres, des questions administratives et juridiques ainsi que les relations avec le CIM et ses autres conseils régionaux de la musique.
M. Paul Dujardin s'est adressé à nouveau au Président de la République, au gouvernement et au peuple congolais lors de la cérémonie d'ouverture du FESPAM le 18 juillet au stade Félix Eboué de Brazzaville. A cette occasion, il a évoqué notamment les efforts du FESPAM d'illustrer les cinq droits musicaux que le Conseil international de la musique s'est engagé à promouvoir à travers le monde : le droit pour tous de s'exprimer musicalement, d'apprendre les langages musicaux et de participer à la vie musicale ; et le droit pour tous les artistes musiciens de communiquer leur art à travers tous les médias et leur droit à une reconnaissance et rémunération justes de leur travail. Le Président du CIM a conclu son discours en affirmant que le CIM serait « toujours aux côtés du FESPAM pour porter haut le drapeau de la diversité et de l'accès à la musique pour tous. »
Lors de la cérémonie d'ouverture du FESPAM, le Président du CIM a été nommé par le Président de la République au grade de commandeur de l'ordre du mérite congolais ; la Secrétaire générale du CIM, Mme Silja Fischer, et le Président du Conseil africain de la musique, M. Lupwishi Mbuyamba, se sont vu décernés le grade d'officier tandis que d'autres personnalités du Conseil africain de la musique ont été nommés au grade de chevalier.
La veille des cérémonies, une audience avec le Ministre de la Culture et des Arts, M. Jean-Claude Gakosso, a permis au Président du CIM de dresser un bilan de la coopération et d'assurer le gouvernement congolais de la disponibilité du CIM d'accompagner le FESPAM dans sa professionnalisation.
Lors de son séjour à Brazzaville, le Président du CIM a rencontré la Représentante de l'UNESCO à Brazzaville, Mme Ana Elisa SANTANA DE AFONSO, pour un échange sur les activités de l'UNESCO au Congo, notamment la valorisation de son patrimoine matériel et immatériel, dont le lien intrinsèque mériterait une plus grande attention au sein de l'UNESCO, selon le Président du CIM.
Les membres de la délégation du CIM ont participé également aux travaux du symposium du FESPAM, le 21 juillet.
